The Universal Design Collective brings together Bulman Advisory’s access consultants and lived-experience advisors to guide architects and designers in creating truly inclusive spaces. With a strong focus on sporting venues, public facilities, and community spaces, the Collective combines technical expertise with personal insights to deliver practical, creative solutions. Members share their lived experiences and provide targeted advice on specific projects, ensuring a holistic approach that meets compliance requirements while enhancing usability for all.
The challenge we face lies in the gap between the expectation of creating inclusive and accessible communities and buildings, and the reality where missed opportunities and barriers persist. In many projects, accessibility is approached only as a compliance requirement and not the spirit of inclusion. Without lived experience informing design, universal design principles are often overlooked, resulting in outcomes that may be technically compliant yet remain functionally exclusionary. Bridging this gap means moving beyond minimum standards to deliver spaces that truly work for everyone.
We bring together close to 20 years of architectural experience from our Director, gained through working for some of Australia’s most prominent national and global architecture firms, alongside technical knowledge of accessibility legislation and the insights of lived experience to deliver holistic, human-centred design solutions. This integrated approach is at the heart of the Universal Design Collective.
Our collective’s capabilities span the full breadth of accessibility requirements, including the Disability Discrimination Act (DDA), the Disability (Access to Premises – Buildings) Standards, the National Construction Code (NCC), and relevant Australian Standards, ensuring every project meets or exceeds compliance.
At the same time, our lived insight offers first-hand understanding of how design decisions influence everyday life, shaping spaces that are intuitive, inclusive, and welcoming.
By pairing regulatory precision with real-world perspective, the Universal Design Collective creates environments that are technically sound, functionally accessible, and deeply connected to the people who use them, ensuring spaces work for everyone, now and into the future.
With close to 20 years of experience in architecture, Paul has specialised in providing advice on accessible universal design and safety for the built environment. Driven by a passion for creating inclusive spaces, he has contributed to numerous projects, ensuring that universal design principles are embedded from the outset and that every development is accessible for all.
Angela has over 12 years’ experience in the support and public sector, working with people with disabilities and within the justice system. With a strong background in risk management, disability support, and community services, she is passionate about Safety in Design and creating safe, inclusive environments. Currently undertaking a Certificate IV in Access Consulting, Angela brings fresh perspectives and innovative ideas to every project.
Alana Tiller is a passionate advocate for accessibility and inclusion, drawing on her lived experience of low vision and her academic background in psychological science and sociology. She is a dynamic public speaker and para-athlete, having represented Australia in vision-impaired air rifle and Goalball, and is committed to ensuring people with disability have equitable access to sport, infrastructure, and community life.
A 23-year-old Paralympic bronze medallist in F34 Javelin (Paris 2024, 17.65m), Dayna has competed in athletics for over a decade, now specialising in seated throws. Living with Hereditary Spastic Paraplegia, she works in childcare and advocates for children and athletes with disabilities, inspiring them to embrace sport.
Brenden Hall OAM is one of Australia’s most accomplished Paralympic swimmers and a powerful advocate for inclusion in sport and the wider community.
After contracting chicken pox at the age of six, complications led to the amputation of his right leg through the knee and profound hearing loss. Undeterred, he went on to represent Australia at five Paralympic Games, winning four medals including two gold in the 400m freestyle, and proudly carried the flag at the Paris 2024 Opening Ceremony. Brenden continues to inspire through his achievements, while championing para sport participation and greater accessibility across sport and community life.
Stella Barton has a Bachelor of Arts (Sociology) from Swinburne University, In 2024 she competed in the Paris Paralympics in the Grade 1 Para Dressage and finished 7th from a field of 22 competitors. In 2025 Stella was appointed to the Victorian’s Government’s Disability Advisory Council. Stella is dedicated to working to create equal opportunities for disabled people, and is an active participant on various advocacy committees. She is eager to leverage her skills and lived experience to promote accessibility, engender inclusivity & raise public awareness to create meaningful change in the community. Stella also understands the power of the arts and sport to develop community and communicate ideas and she enjoys painting, drawing, as her forms of creative expression. She has been actively involved in campaigns for greater access to public transport especially in her local community.
